Because the two sites above were the second ones to be voted the most, it will be a tie breaker as explained above.Kotono contacted me with her site, http://ko.sky-song.org/jupiter, has already won back in July 2011.
The reason this wasn't caught by me and others was because the site has been offline until it recently was relaunched by Kotono.
The reason it wasn't caught is due to it probably being listed in LJ but led to a dead site so I didn't list it on the past winners.
This poll will be decided with the second place winner. But, if a tie results, it will be decided with those two with a tie breaker.
